By consent, this Writ Petition is taken up for final hearing at this admission stage itself.

The petitioner has filed this petition seeking permission and police protection to conduct cultural events and for taking the temple bull around the temple in connection with Sri Arulmigu Mariyamman Temple Festival at Pommakkammur, Pudukkottai Village, Manapparai Taluk, Tiruchirappalli District on 28.01.2021.

3. Mr.B.Arun, learned counsel appearing for the petitioner would submit that the petitioner submitted a representation dated 20.01.2021 to the second respondent seeking permission to conduct the said events and so far, no action has been taken by the respondents.

4. Mr.R.Saravana Kumar, learned Government Advocate (Criminal Side) who accepts notice for the respondents, on instructions, would https://hcservices.ecourts.gov.in/hcservices/ 1/2

WP(MD)No.1323 of 2021 contend that as per G.O.(Ms) No.654 (Revenue and Disaster Management (DM-IV) Department) dated 21.11.2020, the District Collector is the competent authority to consider the request of the petitioner.

5. In the circumstances, without going into the merits of the claim made by the petitioner, this Court directs the petitioner to submit a representation to the concerned District Collector and on receipt of the same, the District Collector is directed to consider and pass appropriate orders on merits and in accordance with law, within a period of two weeks from the date of receipt of a copy of this order / uploading of the order.

6. With the above observation, this petition is disposed of. No costs.
