PRAYER: Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Certiorarified Mandamus, calling for the records of the fourth respondent in his resolution dated 30.01.2012 and quash the same and directing the fourth respondent to follow the guidelines laid in G.O.(Ms) No.457 dated 04.06.2006.
