Heard the learned counsel for the writ petitioner, the learned Additional Government Pleader for the respondents 1 and 2 and the learned counsel for the third respondent. The fourth respondent is yet to be served but this Court need not wait for the completion of service, in view of the nature order to be passed. 2.The petitioner only wants the first respondent to pass final order on merits and in accordance with law.

3.No exception can be taken to the said request. The first respondent is directed to conduct enquiry and pass final order on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order. I make it clear that I have not gone into the merits of the matter. Before passing final order, the first respondent shall hear the respondents 3 and
