In our considered view, it is always open to the petitioner to express his grievance before the learned Single Judge and in such case, if the learned Single Judge finds that the petitioner is a necessary party, he may do the needful. Accordingly, the present Civil Miscellaneous Petition is disposed of and W.A.(MD)(SR). No.9880 of 2017 stands rejected. No costs.
