ORDER
This Writ Petition is filed to direct the Respondents to grant the permission and protection to conduct the cultural programme i.e. Aadal Padal on 16.01.2024 at 07.00 pm to 10.00 pm in connection with Sri Seelaikari Amman Temple Thai Thiruvizha at A.Thottiyappatti Village, Peraiyur Taluk, Madurai District. 2.When the case came up for hearing, the learned Additional Public Prosecutor submits that on 16.01.2024, since Jallikattu are to be organized in Palamedu and Alanganallur, there will be huge crowd of visitors from neighbouring Districts. Therefore, the entire police strength will be deployed for Jallikattu to be conducted at Palamedu and Alanganallur. Therefore, the police are unable to provide security to the Petitioner to hold the Aadal Padal programme. 2/5
3.Also, the learned Additional Public Prosecutor invited the attention of this Court to the observations of the first Respondent that in similar Programme, embers of the public belonging to the same caste and the rival group had clashed, which was controlled by the intervention of the Police Officials. After the festival, the same group had not reached an amicable settlement. Therefore, the animosity between these two groups continues. Under such circumstances, the first Respondent had refused to grant the permission. 4.Accordingly, the Petitioner is directed to file fresh application after verifying whether the Jallikattu to be conducted at Palamedu and Alanganallur are concluded. The Respondents may consider the fresh application to be submitted by the Petitioner in his favour within a day or two from the date of filing of the application.
