Mr.N.Satheeshkumar, learned Additional Government Pleader, takes notice for the first respondent. In view of the nature of order now passed, I am not issuing notice to the second and third respondents.
2.The writ petition has been filed in the nature of Writ of Mandamus, seeking a direction to the first and second respondents to consider the representation given by the petitioner on 09.12.2021 and put a Direct Paddy Procurement Center (Neradi Nel Kolmuthal Nilayam) at Nallukurichi Village.
3.The petitioner claims that during the harvesting period, the paddy which is harvested will have to be forwarded to the Direct Paddy Procurement Center. The petitioner seeks for establishment of such a center at Nallukurichi Revenue Village in Virudhunagar District. It is stated that similar center was opened in the previous year. It is prerogative of the Government to determine the actual place where the Direct Paddy Procurement Centers are to be established. A cluster of villages are formed to one group and thereafter, a Direct Paddy Procurement Center is established and https://hcservices.ecourts.gov.in/hcservices/ 1/2
W.P.(MD) No.471 of 2022 under that particular group for the benefit of farmers for that particular cluster and not for any specific village. The Direct Paddy Procurement Centers are being established across the State for clusters of villages and it is a continuous process. It is also to be seen that no Direct Paddy Procurement Centers are established in close proximity to each other. The actual farmers who harvest will know where to supply the paddy. They put their sweat and toil in harvesting paddy, and are certainly aware as to where supply it and they supply it to the Direct Paddy Procurement Center which is situated in close proximity. If it is situated at slightly longer distance, still every effort is made to go and supply the harvested paddy. As a matter of fact, transportation is also arranged. Therefore, the representation given by the petitioner may be examined by the respondents in manner known to law and necessary orders be passed within a period of two weeks from the date of receipt of a copy of this order.
4.With the above observations, the Writ Petition stands disposed of. No costs.
