PRAYER: Writ Petition is filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus directing the respondents to issue the work site inspection Certificate and Working condition of the Plants and Machineries certificate to the Petitioner for the participation of the petitioner in the Tender published by the 1st respondent in Tender Notice No.13/2025-26/SDO/dated 25.11.2025 based upon the representation of the petitioner dated 16.12.2025 1/4

ORDER
The present writ petition has been filed seeking a mandamus as against the second respondent for furnishing a work site inspection certificate and working condition of the plants and machineries certificate to the petitioner to enable the petitioner to participate in the tender published by the first respondent on 25.11.2025.
2. A perusal of the records reveal that the petitioner has given a representation to the above said effect to the second respondent on 16.12.2025. The last date for submission of the said certificate is 12.01.2026.
3. The learned Counsel appearing for the petitioner submits that the technical bids have to be uploaded on or before 12.01.2026. Therefore, he seeks a direction from this Court for issuance of these certificates at the earliest. 2/4
4. Considering the above said facts, the second respondent is directed to issue work site inspection certificate based upon the visit made by the petitioner. As far as certificate relating to plants and machineries are concerned, the authorities are directed to verify the documents submitted by the writ petitioner and thereafter, make a physical verification of the same and issue certificate on 09.01.2026.
5. With the above said observations, this Writ Petition stands disposed of. No costs.
