Without expressing any opinion on merits of the writ petition, the respondent is directed to issue notice to the petitioner and conduct enquiry on the request made by the petitioner, after hearing both sides, pass orders on merits and in accordance with law, within a period of twelve (12) weeks from the date of receipt of a copy of this order.
