2.The petitioner has filed appeal before the first respondent. All that the petitioner wants is disposal of the said appeal. 3.The first respondent is directed to dispose of the petition mentioned appeal on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order. The first respondent will hear the third respondent before passing final order. I make it clear that I have not gone into the merits of the matter. 2/4

4.This writ petition is disposed of accordingly. There shall be no order as to costs.
