PRAYER: Writ Petition is filed under Article 226 of the Constitution of India, to issue a Writ of Certiorarified Mandamus to call for the records of the 1st respondent's Impugned Communication No.SCN/1053026279/25 dated 24.12.2025 and quash the same and consequently direct the 1st respondent to issue passport to the petitioner's by considering petitioner's online application MD 1066090119225 dated 16.12.2025 and for other reliefs within a period stipulated by this Court.

ORDER
The present writ petition has been filed seeking a mandamus to quash the order passed by the first respondent wherein the petitioner has been called upon to offer his explanation on the adverse police report.
2. The learned Government Advocate(crl.side) appearing for the second respondent brought to the notice of the Court that the petitioner has been implicated in a criminal case in Cr.No.68 of 2024 on the file of the second respondent which has culminated in filing of a charge sheet in C.C.No.406 of 2025, on the file of the learned Judicial Magistrate, Paramakudi.
3. In view of the above said facts, the petitioner is directed to approach the trial Court concerned seeking permission of the Court to go abroad. In case if any such application is filed, the same shall be disposed of within a period of two weeks. Depending upon the order to be passed by learned Judicial 2/4
Magistrate concerned, the first respondent is directed to proceed in accordance with law.
