To issue a writ of Mandamus, directing the first and second respondents i.e., the Secretary to Government, Social Welfare and Nutritious Meal Programme Department, Chennai and the Commissioner of Social Welfare, Chennai to pass appropriate orders on the petitioners representation dated 11.11.2020 based on the intimation given to him in letter No. 23756/AD2(3)/2020 dated 22.12.2020 of the Commissioner of Social Welfare, Chennai and the proposals sent by the Joint Director of Collegiate, Education, Madurai Region, Madurai in his letter No.4533/A1/2019 dated 13.09.2019 within a specified time frame that may be fixed by this Honourable Court and pass such further or other orders as may be deemed fit For Petitioner : Mr.S.Visvalingam For Respondents : Mr.N.Satheeshkumar Additional Government Pleader

This contempt petition is filed to punish the respondent for his disobedience of the order dated 01.02.2021 passed in W.P(MD). No.1499 of 2021.

(MD) No.155 of 2022 The third respondent in the writ petition, as the Principal Secretary and Commissioner of Treasuries and Accounts, who is no way connected with the service of the writ petitioner and in fact, the first respondent is the competent authority, as per the submission of the learned Additional Government Pleader. 3.In view of the fact that direction was issued to the third respondent, this Court is of an opinion that the third respondent is no way connected with the service of the writ petitioner and the writ petitioner has to file necessary an application seeking appropriate relief for the purpose of redressal of his grievances. 4.With these observations, this Contempt Petition is closed.
