O R D E R

Heard Mr. M. Jegadeesh Pandian, learned counsel appearing for the petitioner, and Mr. M. Mahaboob Athiff, learned Government Advocate appearing for the respondent.

2.The petitioner challenges the checklist issued by the respondent in respect of the tender process initiated pursuant to the Tender Notification dated 06.12.2024, whereby two bidders, namely, M/s. Shree & Co. and Mr. Vidyasagar, were declared technically qualified and prequalified for undertaking the work relating to the construction of a sump with a capacity of 2 lakh litres.

3.According to the petitioner, he had submitted his bid through the online portal along with all requisite documents within the stipulated time. Thereafter, the respondent issued a communication by registered post calling upon the petitioner to furnish certain additional documents specified therein. The petitioner contends that all such documents were 2/5

duly submitted on 30.12.2024. However, notwithstanding the same, the respondent rejected the petitioner's technical bid and declared him disqualified through the online checklist dated 30.12.2024. 4.The work in question pertains to the period 2024-2025. The petitioner's challenge is directed against the rejection of his technical bid dated 30.12.2024. As on date, the tender period itself has expired and the work covered under the tender notification pertains to a period that has already lapsed. In such circumstances, no effective relief can be granted in the present writ petition.

5.Since the subject matter of the tender has become infructuous by efflux of time, nothing survives for adjudication in the present proceedings.

6.Accordingly, the writ petition stands disposed of as having become infructuous.

7.There shall be no order as to costs. Consequently, the connected miscellaneous petitions are closed.
