PRAYER: Petition filed under Article 226 of the Constitution of India to issue a Writ of Mandamus, directing the respondents 1 to 5 to conduct an enquiry and take appropriate action against the Private Respondents and their men for not allowing the petitioner to celebrate the temple festival in Kaatukoil Ondiyapachi, Komanandi Kaliyakamal Iyyanar and other families from petitioners Navakollaikadu Village and not receiving any pole tax from the petitioner based on the representation of the petitioner dated 16.12.2024 within the time limit that may be fixed by this Court. ORDER
This Writ Petition has been filed to direct the respondents 1 to 5 to conduct an enquiry and take appropriate action against the Private Respondents and their men for not allowing the petitioner to celebrate the temple festival in Kaatukoil Ondiyapachi, Komanandi Kaliyakamal Iyyanar and other families from petitioners Navakollaikadu Village and not receiving any pole tax from the petitioner based on the representation of the petitioner dated 16.12.2024 within the time limit that may be fixed by this Court.

2. The petitioner has sent a representation on 16.12.2024 for permitting him to offer poojas to their family deities and permit the petitioner to participate and involve themselves in the construction of the temple.
3. The learned counsel appearing for the petitioner submitted that earlier there was peace committee meeting conducted in the year 2022. In the earlier peace committee it was resolved that all the peoples would be permitted to perform Abishegam and offer all things to the temple. Further in the Kaatukovil 'A' group headed by Sivakumar have to offer their prayers and the petitioner is not permitted. Hence he had lodged a compliant. Though CSR No. 355 of 2024 assigned no action has been taken.
4. The learned Additional Public Prosecutor submitted that on the complaint of the petitioner finding that there have been two groups and there is a likelihood of breakdown of law and order issue the complaint has been referred to the Revenue Divisional Officer on 08.01.2025. 3/6
5. In view of the same, the Revenue Divisional Officer, Pattukottai who has received the reference from the fifth respondent is directed to convene peace committee meeting. Further the Revenue Divisional Officer is reminded that earlier a peace committee meeting conducted with 'A'group headed by Sivakumar and 'B' group headed by Thirunavukkarasu and thereafter the issue has been resolved. The Revenue Divisional Officer, Pattukottai to find out the reason for not following the peace committee meeting undertaking and ensure that there is no breakage of law and order issue and the enquiry to be completed within a period of two months from the date of receipt of a copy of this order.
6. With the above direction the Writ Petition stands disposed of. No costs.
