O R D E R

This Writ Petition has been filed seeking issuance of a Writ of Mandamus directing the fourth respondent to consider the petitioner's representation dated 12.11.2025 and issue patta in the name of the petitioner in respect of his dwelling house site bearing Door No.37C, Bishop Kula Street, near KMC Hospital, Thennur, measuring an extent of 796 sq.ft., situated in T.S.No.21, Block No.26, Ward No.M, Tiruchirappalli Corporation, the total land extent being 1066 sq.m.

2. With the consent of the parties, this Writ Petition is taken up for final disposal at the admission stage itself.

3. The learned counsel appearing for the petitioner would submit that although the petitioner made a representation dated 12.11.2025 to the Page No. 2 of 6

respondents, along with all relevant documents, seeking issuance of patta in his name in respect of the aforesaid property, the respondents, particularly the fourth respondent, who is the competent authority, have not taken any action to issue the patta. Therefore, the petitioner has filed this Writ Petition.

4. The learned Government Advocate appearing for the respondents would submit that the land in question is Government Poramboke land and therefore, patta cannot be issued in the name of the petitioner as prayed for.

5. The learned counsel for the petitioner would submit that the land in question is patta land, which was purchased by the petitioner through a registered Sale Deed dated 13.02.2013 and that the E.B. connection and water connection also stand in his name.

6. Though there are several disputed facts, once a representation is made for issuance of a patta, the same has to be considered by the authorities in accordance with law. Therefore, this Court, without going into the merits of the case, directs the fourth respondent to consider the Page No. 3 of 6

petitioner's representation dated 12.11.2025 and pass appropriate orders on its merits and in accordance with law within twelve weeks from the date of receipt of a copy of this order. Before passing any order, the petitioner and any other persons who may be affected by such decision shall be given a notice. It is needless to state that any counter-claim shall be subject to the civil proceedings before the jurisdictional civil court.

7. With the above observations, this Writ Petition stands disposed of. There shall be no order as to costs.
