Writ Petition, filed under Article 226 of the Constitution of India, praying this court to issue a Writ of Mandamus, directing the respondents 1 to 3 particularly the 1st respondent to consider the petitioner's representation and to take necessary Departmental action against the 4th and 5th respondents based on the petitioner's representation dated 14.12.2025 and take further proceeding to prevent them to involve illegal activities by way of fabricating false documents. ORDER

The petitioner, a retired Executive Engineer of the Agricultural Engineering Department, Tiruchirappalli, has made serious allegations as against the respondents 4 and 5 that the 4th respondent has coerced him to sign certain documents after his retirement, as if a tender has been floated during his tenure. In this regard, he has lodged a complaint on 14.12.2025. Now, the petitioner, with a grievance that his complaint 2/5

dated 14.12.2025, has not been enquired by the respondents, has filed this writ petition seeking a writ of mandamus.

2. In response to this writ petition, the learned Special Government Pleader, by referring to a proceedings of the Chief Engineer dated 27.01.2026, submits that the Chief Engineer, by the said proceedings dated 27.01.2026, has directed the Superintending Engineer to conduct an enquiry on these allegations.

3. This Court considered the rival submissions made.

4. There must be responsibility and accountability in the Government Service. If anybody violates the rules and regulations, then action has to be taken in a fair manner that alone can preserve the majesty of the Institution.

5. Considering the nature of allegations and also considering the fact that the Chief Engineer has taken cognizance of the petitioner's complaint and directed the Superintending Engineer to conduct an 3/5

enquiry, this writ petition is disposed of, with a hope that the second respondent would conduct an enquiry in a fair and proper manner. No costs.
