2. The point for consideration in this Writ Petition has already been decided by the Hon'ble Full Bench decision of this Court reported in 2019(6) CTC 705.

3. In view of the ratio laid down by the Full Bench Decision of this Court, the petitioner herein is not entitled to the relief. Accordingly, this Writ Petition is dismissed. No costs.
