petitioner has passed away. However, since no Death Certificate was available, this Court had directed notice to go directly to the address of the petitioner. Though issued, completion of service is awaited. Be that as it may, there is a letter available on file dated 19.12.2013 seeking withdrawal of the writ petition. I am thus of the view that the writ petition may be dismissed. Accordingly and recording the aforesaid, this writ petition is dismissed. No costs.
