by the first respondent insofar as the promotion of the fourth respondent as Sanitary Officer is concerned, quash the same and consequently, direct the respondents to promote the petitioner as Sanitary Officer, the date on which, the petitioner's Junior V.Murugan got promoted as Sanitary Officer, with all monetary and service benefits.
