PRAYER: Writ Petition filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus, directing the first respondent herein to hear and dispose of the revision by way of representation dated 08.12.2025 (sent on 08.12.2025) filed by the petitioner under Section 13 of the Tamil Nadu Patta Pass Book Act, 1983 as against the order of the second respondent in his proceedings in Moo.Mu.A2/5677/2025 dated 22.10.2025 with respect to the property bearing T.S.No.1528/4, to an extent of 4960 sq.ft. in Plot No.243 in Sudamani Puram Layout in Block No.43, Ward No.3 in Karaikudi Town and Taluk, Sivagangai District, within a time stipulated by this Court. ORDER
The Writ Petition has been filed seeking issuance of a Writ of Mandamus, directing the first respondent to hear and dispose of the petitioner's revision by way of representation dated 08.12.2025, filed under Section 13 of the Tamil Nadu Patta Pass Book Act, 1983, challenging the order of the second respondent passed in proceedings Moo.Mu.A2/5677/2025 dated 22.10.2025, in respect of the property bearing T.S.No.1528/4, measuring 4,960 sq.ft., in Plot No.243, Sudamani Puram Layout, Block No.43, Ward No.3, Karaikudi Town and Taluk, Sivagangai District, within such time as may be stipulated by this Court.
2. By consent, the Writ Petition is taken up for final disposal at the admission stage itself.
3. Since no adverse orders are going to be passed against the respondents 4 to 7, notice to the respondents 4 to 7 is hereby dispensed with.

The learned counsel for the petitioner submits that the petitioner is the lawful owner of the property bearing Plot No.243, T.S.No.1528/4, measuring 4,960 sq.ft., situated at Sudamani Puram Layout, Block No.43, Ward No.3, Karaikudi Town and Taluk, Sivagangai District. However, the petitioner's request for mutation of revenue records in respect of the said property was dismissed by the third respondent on the ground of pendency of the civil suit in O.S.No.16 of 2022. Aggrieved thereby, the petitioner preferred an appeal before the second respondent under Section 12 of the Tamil Nadu Patta Pass Book Act, 1983. The second respondent, without proper verification of the documents, dismissed the appeal. Challenging the same, the petitioner preferred a revision under Section 13 of the said Act before the first respondent by way of representation dated 08.12.2025, seeking revision of the order passed by the second respondent in
proceedings Moo.Mu.A2/5677/2025 dated 22.10.2025. However, no orders have been passed by the first respondent till date, causing grave prejudice to the petitioner. Hence, the present writ petition.
5. The learned Government Advocate appearing for the respondents 1 to 3 would submit that the petitioner's revision dated 08.12.2025 will be considered and disposed of on merits and in accordance with law within a time frame to be fixed by this Court.

Recording the aforesaid submission and without going into the merits of the matter, this Court directs the first respondent to consider the petitioner's revision dated 08.12.2025 and dispose of the same on merits and in accordance with law, after affording due opportunity to all the parties concerned, within a period of sixteen weeks from the date of receipt of a copy of this order.
