Heard the learned counsel on either side.

2. All that the petitioner seeks is consideration of the petition mentioned representation.

3. The petitioner is permitted to file a fresh representation before the fourth respondent. The fourth respondent is directed to enquire the same and pass final order on merits and in accordance with law within a period of twelve weeks thereafter. I make it clear that I have not gone into the merits of the matter. It is for the fourth respondent to pass order one way or other. The fourth respondent shall put the interested persons on notice before passing the final order.
