This Writ Petition has been filed seeking issuance of a Writ of Mandamus directing the first respondent to instruct the second respondent to dispose of the appeal dated 21.11.2025 within a stipulated period and consequently directing the third respondent to keep in abeyance the order bearing No.Pa.Mu.A(6) 6476/2025 dated 06.11.2025, till the disposal of the said appeal, as the said order is ultra vires.
2. With the consent of the parties, this Writ Petition is taken up for final disposal at the admission stage itself, dispensing with the notice to the private respondents, as no adverse orders are proposed to be passed against them.

3. The grievance of the petitioner is that the petitioner purchased the land comprised in Survey No.68/3, measuring an extent of 1 Acre and 78 Cents, from one K.Muthuramalingam vide Sale Deed dated 24.03.1999. Thereafter, the petitioner sold the said property to one Shanmugavel on 22.12.2011. The said Shanmugavel, in turn, sold the property to one Muniasamy on 03.04.2025. Litigation in respect of the subject property and other allied properties has been pending before the competent Civil Court since the year 2003. In this juncture, the third respondent passed an order dated 06.11.2025 setting aside the patta transfer order dated 07.04.2025 and issued patta in Patta No.3809 in the names of the private respondents herein. Aggrieved by the same, the said Muniasamy and Shanmugavel filed an appeal before the second respondent. Since the said appeal has not been disposed of by the second respondent till date, the petitioner has been constrained to file the present Writ Petition.
4. The learned Special Government Pleader appearing for the first to fourth respondents, on instructions, would submit that the appeal dated 21.11.2025 would be disposed of by the second respondent within a period of twelve weeks.

Recording the above submission and without expressing any opinion on the merits of the matter, this Writ Petition is disposed of with a direction to the second respondent to dispose of the appeal dated 21.11.2025 on its merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order. The appeal shall be disposed of after conducting an enquiry. The second respondent is also directed to provide a reasonable opportunity of hearing to the petitioner, the said Muniasamy and Shanmugavel, the private respondents and any other interested parties who may be affected by such decision, before passing any order.
