..Respondents Prayer: Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Mandamus, to direct the respondents No.2 and 3 herein to determine the land value for the petitioner's property which was registered through Sale Deed document No.9602/2023 dated 20.10.2023 based on the Circular No.1/2014 dated 27.01.2014 of the Registration Department within a stipulated time as prescribed by this Court. ORDER

This writ petition is filed seeking Writ of Mandamus, directing the respondents 2 and 3 to determine the petitioner's land value which was registered vide Document No.9602/2023 dated 20.10.2023 based on the Circular No.1/2014 dated 27.01.2014 of the Registration Department. 2.Heard Mr.S.Saravanan, learned counsel for the petitioner and Mr.S.Shanmugavel, learned Additional Government Pleader for the respondents.

3.The learned counsel for the petitioner submits that the petitioner is doing real estate business. The petitioner and his partner sold a piece of land ie., Plot No.20 in favour of Samuthiraraj. It was registered as Document No.9602/2023 on the file of the third respondent on 20.10.2023. The third respondent informed the petitioner that after the committee determines the value of the plot as per Circular No.1/2014 dated 27.01.2014, the document will be released. As per the said circular, the third respondent will have to give his opinion within three days from the date of registration and thereafter, the second respondent has to pass an order within a period of 15 days thereafter. 2/4

However, it has not been done so. Hence, the petitioner left with no other filed the present writ petition.

4.The learned Additional Government Pleader for the respondents would submit that the second respondent will look into the issue and pass final order as expeditiously as possible.

5.Considering the facts and circumstances of the case, the third respondent is directed to submit his opinion regarding the petitioner's land value with relevant documents to second respondent within a period of two weeks from the date of receipt of a copy of this order. Upon receipt thereof, the second respondent is directed to determine value of the land of the petitioner which was registered vide Document No.9602/2023 dated 20.10.2023 as per Circular No.1 of 2014 and pass final order on merits and in accordance with law within a period of four weeks thereafter. 6.This writ petition is disposed of accordingly.
