2. The petitioner has lodged a complaint before the first respondent on 08.12.2021 and the same is still pending.

Considering the above, second respondent is directed to conduct enquiry on the complaint dated 08.12.2021 after issuing notice to the petitioner and the fifth respondent, conduct enquiry and pass orders on merits and in accordance with law within a period of four weeks from the date of receipt of a copy of this order.
