O R D E R
This Writ Petition is filed challenging the impugned order passed by the 2nd respondent in Na.Ka.No.4981/A/2025 dated 12.11.2025 and also seeking for a consequential direction directing the 2nd respondent to fix the guideline value for house plots in Raja Garden layout in S.No.142/3C and S.No.142/3D in Nachikurichi Village, Srirangam Taluk, Trichy District by considering the value determined for similar adjoining lands situated in S.Nos.142/3B1 and 142/3B2 in 2/6
Nachikurichi Village, strictly in accordance with the methodology set out in Circular No.1/2014 dated 27.01.2014 issued by the 1st respondent.
2. By consent, this Writ Petition is taken up for final disposal at the admission stage itself.

Though so many grounds have been raised in the Writ Petition, at the time of hearing, the learned counsel appearing for the petitioner has restricted his argument only with regard to the violation of principles of natural justice, since no opportunity of personal hearing was not at all provided to the petitioner before passing the impugned order.
4. The learned Additional Government Pleader appearing for the respondent would submit that if the matter is remitted back to the 2nd respondent, after providing an opportunity of personal hearing, necessary orders would be passed in accordance with law.
5. Heard the learned counsel appearing on either side and perused the materials available on record.

6. Admittedly, when there is a question of principles of natural justice, this Court can entertain the Writ Petition. In the present case, it is apparent that no opportunity of personal hearing is provided. Hence, there is a clear violation of principles of natural justice. Therefore, this Court is inclined to set aside the impugned order.
7. Accordingly, the impugned order dated 12.11.2025 is set aside and the matter is remitted back to the 2nd respondent for fresh consideration. The 2nd respondent is directed to provide the opportunity of personal hearing to the petitioner and thereafter, decide the matter in accordance with law.
8. With the above observations, this Writ Petition is disposed of. There shall be no order as to costs. Consequently, connected miscellaneous petition is closed.
