PRAYER : Petition filed under Article 226 of the Constitution of India, to issue a Writ of Certiorarified Mandamus, to call for the records pertaining to the impugned order passed by the 4th respondent in Na.Ka.No.03/Melur Circle/2023 dated 03.01.2023 and quash the same as illegal, consequently directing the respondents to permit the petitioner to conduct "Jallikattu" (Vadamadu Manjuvirattu) historical event at Thiruvathavoor Village, Melur Taluk, Madurai District on 29.01.2023 and to provide adequate police protection. [Order of the Court was made by D.KRISHNAKUMAR, J.] This Writ Petition has been filed for issuance of a Writ of Certiorarified Mandamus, to call for the records pertaining to the impugned order passed by the 4th respondent in Na.Ka.No.03/Melur Circle/2023, dated 03.01.2023 and quash the same as illegal, consequently directing the respondents to permit the petitioner to conduct "Jallikattu" (Vadamadu Manjuvirattu) historical event at

Thiruvathavoor Village, Melur Taluk, Madurai District on 29.01.2023 and to provide adequate police protection.

2. Heard Mr.A.V.Arun, learned counsel for the petitioner, Mr.P.Thilak Kumar, learned Government Pleader, who takes notice for the first respondent and Mr.S.Ravi, learned Additional Public Prosecutor, who takes notice for the respondents 2 to 4.

3. By consent, this Writ Petition is taken up for final disposal at the admission stage itself.

The learned counsel appearing for the petitioner submitted that the petitioner made a representation to the 4th respondent, seeking permission to conduct the Jallikattu event at Thiruvathavoor Village, Melur Taluk, Madurai District on 29.01.2023. However, the 4th respondent through the impugned order has rejected the request of the petitioner. Hence, the petitioner has filed this Writ Petition.

5. The learned Government Pleader appearing for the first respondent by producing the notifications issued by the Animal Husbandry, Dairying and Fisheries Department, dated 21.01.2017, submitted that the place in question is not come under the notified area and therefore, the petitioner may approach the Government through the District Collector, for conducting Jallikattu.

6. In view of the aforesaid submission, we are not inclined to entertain this Writ Petition. Accordingly, this Writ Petition is dismissed, with liberty to the petitioner to approach Government through the District Collector, Pudukkottai, for getting necessary permission for conducting 'Jallikattu' at Thiruvathavoor Village, Melur Taluk, Madurai District.
