PRAYER: Writ Petition is filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus directing the fourth respondent to issue a Site Visit Certificate to the Petitioner in respect of P.Q e-Tender Notice No.50 CE/DO/2025-26/ Dated 06.01.2026 in so far as S.No.2 work is concerned for Construction of New Govt. Industrial Training Institute at Manapparai in Trichy District and consequently direct the third respondent to accept the Petitioner's Tender Application and to evaluate the same in P.Q e-Tender Notice No.50 CE/DO/2025-26/Dated 06.01.2026 in so far as S.No.2 work is concerned in view of the Petitioner Representation dated 12.01.2026. The present writ petition has been filed seeking a mandamus as against the 4th respondent to issue site visit certificate to the petitioner to enable him to participate in the tender.

2. When the writ petition came up for admission, the learned Counsel appearing for the petitioner submits that site inspection certificate has already been issued.
