..Respondents Prayer: Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Certiorarified Mandamus to call for the entire record pertaining to the impugned order passed by the 3rd respondent in H2/L1/009905/2025 dated 29.09.2025 and quash the same as illegal and consecutively direct the 3rd respondent to disburse the outstanding amount a sum of Rs.53,37,500/- to the petitioner in respect of supplying additional 175 employees in the month of November and December 2020 by considering the attendance register duly signed by the Sanitary officer of the 3rd respondent within the time stipulated by this Court. ORDER

The petitioner challenges the communication dated 29.09.2025 issued by the third respondent, whereby the petitioner was called upon to produce the EPF and ESI returns, along with the relevant work orders relating to 175 additional outsourced employees allegedly engaged during November and December 2022.

2.According to the petitioner, a work order had been issued for supply of outsourced employees to the respondent Corporation. It is stated that, pursuant to the directions of the District Collector, the work order was extended and, during the extended period, the petitioner deployed an additional 175 employees. The petitioner claims a sum of Rs.53,37,500/- towards the services rendered by those employees during November and December 2022.

3.The petitioner contends that all relevant documents supporting the claim have already been furnished and that the impugned communication seeking further particulars is unnecessary.

4.On the other hand, the learned standing counsel appearing for the respondent Corporation submits that the petitioner's claim would be considered if the required documents are produced.

5.The petitioner submits that all available documents, except the specific work order relating to the period from November to December 2022, have been produced. According to the petitioner, the attendance registers maintained by the respondent Corporation would establish that the additional 175 employees were deployed during the relevant period. This contention is disputed by the respondent Corporation. 6.Considering the nature of the dispute, this Court is of the view that the 3/6

petitioner should be permitted to submit a detailed reply to the impugned communication along with all supporting documents available with him. The petitioner is also at liberty to rely upon the attendance registers maintained by the respondent Corporation in support of his claim. 7.Accordingly, the writ petition is disposed of granting liberty to the petitioner to submit a detailed reply together with all supporting documents. Upon receipt of the same, the third respondent shall consider the petitioner's claim, including the contention regarding the attendance registers relating to the additional 175 outsourced employees, and pass appropriate orders in accordance with law within a period of three weeks thereafter. No costs. Consequently, the connected miscellaneous petitions are closed.
