PRAYER: Writ Petition is filed under Article 226 of the Constitution of India, to issue a Writ of Certiorarified Mandamus, to call for the records of the impugned reply letter issued by the second respondent in Na.Ka. No. BDOBLK/250/2025-A5, dated 07.01.2026, quash the same and further direct the respondents 1 to 4 to provide a water connection to the petitioner's house at Door No.3/683, Kaliamman Kovil Street, Sumaithernthapuram Panchayat, Tenkasi District, on collection of a nominal fee of a Rs.2000/- for assigning the water connection within a time frame to be fixed by this Court, in any case before the coming summer and Election 2026.

ORDER
The present writ petition has been filed seeking to quash the order passed by the second respondent herein, whereby the request of the writ petitioner for providing water service connection to the property of the writ petitioner has been rejected. The writ petitioner has also sought a prayer to direct respondent Nos.1 to 4 to provide water service connection. 2/5

The learned Government Advocate appearing for the second and third respondents has received written instructions on 30.01.2026 to the effect that the respondents would provide water service connection to the writ petitioner through the pipeline which is running along the road. However, water will not be supplied to the writ petitioner from the overhead tank.
3. In view of the above said facts, the order impugned in this writ petition is set aside and respondent Nos.2 and 3 are directed to provide water service connection through the pipeline laid in the street of the writ petitioner. However, it is made clear that the writ petitioner would not be entitled to get water service connection directly from the overhead tank. The water service connection shall be effected to the writ petitioner within a period of four weeks from the date of receipt of a copy of this order, on payment of the necessary charges.
4.With the above said observations, the writ petition stands partly allowed to the extent as stated above. No costs. Consequently, the connected miscellaneous petition is closed 02.02.2026 NCC : Yes/No Index : Yes/No Internet: Yes/No TSG 3/5
