ORDER
This Writ Petition has been filed seeking issuance of a Writ of Mandamus, directing the first respondent to act upon the proceedings of the third respondent in Na.Ka.No.4727/2024/Aa1 dated 20.08.2025 and consequently, direct the respondents to issue patta and chitta within the period that may be stipulated by this Court by considering the petitioner's representation dated 21.02.2025.
2. By consent, the Writ Petition is taken up for final disposal at the admission stage itself.
3. The learned counsel appearing for the petitioner would submit that the petitioner belongs to a Scheduled Caste Community and is a landless agriculturist. In recognition of the same, land in Survey No.172/6, Kullapuram, Periyakulam, Theni District, was allotted to the petitioner. However, the said allotment was arbitrarily cancelled pursuant to a notice dated 05.08.2008, without assigning any reasonable grounds. Aggrieved by the cancellation, the petitioner filed W.P.(MD)No.1952 of 2024, which was disposed of with a direction to the second respondent to consider and pass orders on the petitioner's appeal on merits. In compliance with the said direction, the second respondent allowed the
appeal by order dated 20.12.2024. Pursuant thereto, the petitioner submitted a representation seeking issuance of patta and chitta. The third respondent, after due verification, forwarded a proposal to the first respondent seeking approval for issuance of patta and chitta. However, the first respondent has not passed any orders on the said proposal till date. Hence, the present Writ Petition.
4. The learned Additional Government Pleader appearing for the respondents would submit that the proposal of the third respondent will be considered and appropriate orders will be passed on merits and in accordance with law within a time frame to be fixed by this Court.
5. Recording the above submission, and without expressing any opinion on the merits of the matter, this writ petition is disposed of with a direction to the first respondent to consider the proposal sent by the third respondent dated 20.08.2025, and pass appropriate orders in accordance with law, within a period of sixteen weeks from the date of receipt of a copy of this order. There shall be no order as to costs.
