2.R.Karthicrajan, learned counsel for the petitioner would submit that the petitioner submitted a representation dated 19.01.2021 in person and thereafter, through registered post on 29.01.2021 to the second respondent and that till date no permission is granted to him.

3. Mr.S.Chandrasekar, learned Additional Public Prosecutor, who accepts notice on behalf of the respondents did not raise serious objection.
