PRAYER : Petition filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus, directing the 1st respondent to grant permission to conduct Manjuvirattu to be held on 19.02.2023 at Varpattu Village, Ponnamaravathy Taluk, Pudukkottai District, by considering the petitioner's representation dated 11.01.2023.

[Order of the Court was made by D.KRISHNAKUMAR, J.] This Writ Petition has been filed for issuance of a Writ of Mandamus, directing the 1st respondent to grant permission to conduct Manjuvirattu to be held on 19.02.2023, at Varpattu Village, Ponnamaravathy Taluk, Pudukkottai District, by considering the representation dated 11.01.2023.

2. Heard Mr.M.Ramu, learned counsel for the petitioner, Mr.P.Thilak Kumar, learned Government Pleader, who takes notice for the respondents 1 and 3 and Mr.Manikandan, learned Government Advocate (Crl. Side), who takes notice for the second respondent.

3. By consent, this Writ Petition is taken up for final disposal at the admission stage itself.

The learned counsel appearing for the petitioner submitted that the petitioner made a representation on 11.01.2023 to the respondents, seeking permission to conduct Manjuvirattu to be held on 19.02.2023, at Varpattu Village, Ponnamaravathy Taluk, Pudukkottai District. However, the same was not considered by the respondents. Hence, the petitioner has filed this Writ Petition.

5. The learned Government Pleader appearing for the respondents 1 and 3 has produced a proceedings of the Commissioner of Animal Husbandry and

Veterinary Services (IC), Nandanam, Chennai, in Roc.No.39775/J2/2023, dated 27.01.2023 addressed to all the District Collectors, wherein it is stated that in the Jallikattu event for the year 2023, the insurance of Rs.5 lakhs per person for the participants, both tamers and spectators must be taken. Therefore, the petitioner has to approach the Animal Husbandry Department and get NOC certificate and thereafter, shall approach the District Collector for getting necessary permission to conduct Manjuvirattu.

In view of the aforesaid submissions, we direct the petitioner to approach the Animal Husbandry Department and get NOC certificate from the said Department and thereafter, shall approach the first respondent, District Collector for getting necessary permission for conducting Manjuvirattu. After receipt of such request, the first respondent, District Collector, Pudukottait District shall consider the same, as per the instructions issued by the Animal Husbandry Department, without delay.
