ORDER

This Writ Petition has been filed to call for the records pertaining to the impugned order passed by the 5th respondent herein in his proceedings in Na.Ka.No.02 /26 dated 01.01.2026, which was served only on 18.01.2026 morning, and to quash the same as illegal, consequently directing the 5th respondent to grant permission and provide police protection to conduct Vadamadu Manjuvirattu scheduled on 01.02.2026 at about 9.00 a.m., upon the request of the petitioner's villagers.

2. Mr. A.S. Abul Kalaam Azad, learned Government Advocate 2/6

(Criminal Side), takes notice for the respondents 2 and 5 and Mr. M. Muthumanikkam, learned Government Advocate (Civil Side), takes notice for the respondents 1, 3, and 4.

3. The learned Government Advocate (Criminal Side) submits that last year the petitioner conducted the same programme without obtaining proper permission and further submits that the petitioner's village is not included in the list at all.

4. Therefore, this Court is of the considered opinion that the impugned order passed by the respondent Police is correct, since the petitioner has not obtained proper permission and his village is not included in the list of Vadamadu Manjuvirattu festival. Accordingly, this Court is not inclined to set aside the impugned order.

5. The petitioner is directed to approach the District Collector, who shall provide the format application to the petitioner within a period of two weeks. Upon receipt of the same, the petitioner shall submit the application to the appropriate authority within two weeks thereafter. The 3/6

appropriate authority viz., the Secretary to Government shall consider the application and pass appropriate orders within a period of eight weeks from the date of submission.
