Prayer : Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Mandamus, directing the first respondent to conclude the appeal preferred by the petitioner on the file of the first respondent dated 06.09.2021 under Section 12 of the Tamil Nadu Patta Pass Book Act, 1983, within the time that may be stipulated by this Court. ORDER
The Writ Petition has been filed seeking a direction against the first respondent / the Revenue Divisional Officer, Kovilpatti, Tuticorin District, to dispose of an appeal, which has been filed by the petitioner on 06.09.2021, under Section 12 of the Tamil Nadu Patta Passbook Act, 1983. The appeal questions the order of the the second respondent / the Tahsildar, Vellathikulam, Tuticorin District.

3. As an appellate authority, the first respondent / the Revenue Divisional Officer, Kovilpatti, Tuticorin District, is under an obligation to issue notice to both the petitioner and also to the third and fourth respondents, to examine the records, examine the order already passed by the Tahsildar and thereafter, apply his mind and pass necessary orders. Let the entire proceedings be completed within a period of sixteen (16) weeks from the date of receipt of a copy of this order. It is once again reiterated that the first respondent should adhere to the principles as stated in the procedure by issuing notice, hearing all the parties and then, pass orders.
4. With the said observations, this Writ Petition is disposed of. There shall be no order as to costs.
