Heard the learned counsel on either side.

2. The only relief sought for in this writ petition is that the petition mentioned appeal should be disposed of on merits and in accordance with law.

3. The first respondent is directed to pass final order within a period of eight weeks from the date of receipt of a copy of this order.

4. The learned counsel appearing for the fourth respondent would specifically contend that the writ petition is an utter stranger and there is no locus standi to maintain the appeal.

5. I make it clear that I have not gone into the merits of the matter. It is open to the first respondent to pass order one way or the other. This writ petition stands disposed of. No costs.
