ORDER

Heard both sides.

2. The only request made by the petitioner is for making reference under Section 64 of the Central Act 30 of 2013. No exception can be made to the said request. The second respondent who has been authorised to perform the functions of the District Collector, Tirunelveli shall make the aforesaid statutory reference within 30 days from the date of receipt of a copy of this order. When such reference is made, it shall be entertained by the learned PDJ, Tirunelveli immediately and without delay.
