O R D E R

This Writ Petition has been filed seeking issuance of a Writ of Mandamus directing the respondents to consider the petitioner's representations dated 24.10.2025 and 26.11.2025 and consequently issue a No Objection Certificate (Thadayilla Sandru) in respect of the petitioner's land comprised in Survey No.634/6, measuring an extent of 17.50 cents, situated at Alangulam Village, Alangulam Taluk, Tenkasi District, within a time frame to be fixed by this Court.

2. With the consent of the parties, this Writ Petition is taken up for final disposal at the admission stage itself.

3. The grievance of the petitioner is that he purchased the subject land on 13.12.2022 and the fourth respondent has also issued patta in his favour. For the past ten years, the said land and the adjacent lands have Page No. 2 of 6

been continuously classified as 'Tharisu Land'. The owners of the neighbouring lands have constructed houses, marriage halls and other buildings.

4. In such circumstances, there is no possibility of cultivating any agricultural crops in the said property. Since the petitioner has decided to construct a building on his land, he submitted a representation dated 24.10.2025 to the respondents seeking issuance of a No Objection Certificate.

5. Though the first respondent directed the fourth respondent to process the petitioner's request in accordance with law, the fourth respondent has not taken any steps. The petitioner thereafter sent further representations dated 26.11.2025 and 20.01.2026 seeking the same relief. However, no action has been taken. Therefore, the petitioner has been constrained to file the present Writ Petition.

6. The learned Special Government Pleader appearing for the respondents, on instructions, would submit that the petitioner's representations dated 24.10.2025 and 26.11.2025 would be considered Page No. 3 of 6

and appropriate orders would be passed by the fourth respondent within a period of twelve weeks.

Recording the above submissions and without expressing any opinion on the merits of the matter, this Writ Petition is disposed of with a direction to the fourth respondent to consider the petitioner's representations dated 24.10.2025 and 26.11.2025 and if the petitioner is found entitled, to issue a No Objection Certificate on its merits and in accordance with law, within a period of twelve weeks from the date of receipt of a copy of this order. The fourth respondent is further directed to provide the petitioner a reasonable opportunity of hearing before passing any order. There shall be no order as to costs.
