ORDER

This writ petition has been filed seeking a writ of mandamus, directing the respondents to extend the benefit of equal pay for equal work to the petitioner on par with regular surveyors for the period from 18.10.1983 to 30.04.2014 and to grant all consequential service and monetary benefits with arrears, by considering his representation dated 16.10.2025.

2. It appears that the petitioner worked in 3rd respondent Department on consolidated pay from the year 1983 and thereafter, he was absorbed under time scale of pay by order dated 10.10.1994 and retired from service on 30.04.2014. According to him, his services were not regularized by the respondents and the increment for the period from 1983 to 2014 was not disbursed to him. Now, the petitioner has made representations on 16.10.2025 and 05.11.2025 to the respondents seeking 2/4

equal pay for equal work on par with regular surveyors for the period from 18.10.1983 to 30.04.2014.

3. The petitioner has not made any claim for regularization of his service during his service from the year 1983 to 2014 and after ten years from the date of his retirement, i.e. on 20.03.2024, he has submitted a representation seeking regularization of his service. Further, he claims equal pay for equal work on par with regular surveyors for the period from 18.10.1983 to 30.04.2014, only in the year 2025.

4. Considering the belated claim made by the petitioner, this writ petition is dismissed on the ground of laches. In the event, if the petitioner is not paid with the pensionary benefits due to him, the same shall be considered by the respondents. No costs. 13.02.2026 ogy Index : Yes / No.
