2. The petitioner states that the complaint earlier given by him was closed because he failed to appear on the date of enquiry. It is stated that he appeared on the next day. Without going into the factual controversy, the petitioner is permitted to give a fresh complaint to the fifth respondent. The fifth respondent shall enquire into the same and dispose it of on merits and in accordance with law within a period of four weeks thereafter. In the interest of justice, the fourth respondent is directed to monitor the conduct of the enquiry also. The Writ Petition is disposed of, accordingly. No costs.
