PRAYER: Petition filed under Article 226 of the Constitution of India, to issue a writ of mandamus directing the respondents to consider the petitioner's representation in person dated 20.01.2026, considering population, administrative inconvenience and hardship faced by the public and to pass appropriate orders within a stipulated time as may be fixed by this Court. O R D E R

[Order of the Court was made by DR.G.JAYACHANDRAN, J.] The petitioner, as an individual, has given a representation to the respondents to consider the creation of new Unions at Sikkal and Kadaladi citing the announcement of the Chief Minister made on the floor of the assembly under Rule 110 of the Tamil Nadu Legislative Assembly Rules.

2. A writ of mandamus can be sought only by a person, who has a right to get the relief and demand for that relief. However, in the case on hand, the individual wants to implement the announcement of the Chief

Minister made on the floor of the assembly under Rule 110 of the Tamil Nadu Legislative Assembly Rules. This Court is of the view that the announcement made under Rule 110 of the Tamil Nadu Legislative Assembly Rules is not even subject to discussion in the assembly. While so, it is the policy decision of the State Government to proceed further with the announcement or to drop the same. The individual cannot have any right to seek implementation of the announcement made under Rule 110 of the Tamil Nadu Legislative Assembly Rules. Hence, we are not inclined to entertain this writ petition.
