O R D E R

This Writ Petition has been filed seeking issuance of a Writ of Mandamus directing the second respondent to consider and pass appropriate orders on the representation of the petitioner dated 15.12.2025 within a stipulated time as may be fixed by this Court.

2. With the consent of the parties, this Writ Petition is taken up for final disposal at the admission stage itself.

3. The grievance of the petitioner is that she is a poor Adi Dravidar woman and a long-standing occupant of a free house site comprised in Survey No.141/23, Natham Village, Kamuthi Taluk, Ramanathapuram District. Since the original assignee violated the conditions of assignment by alienation and non-occupation, after due enquiry, the Special Tahsildar (Adi Dravidar Welfare), by proceedings dated 24.08.2011, and the Revenue Divisional Officer, by proceedings dated 10.03.2011, recommended cancellation of the original assignment and grant of fresh Page No. 2 of 5

patta in favour of the petitioner. Despite repeated representations dated 23.09.2013 and 13.02.2023, no final orders were passed. The petitioner earlier approached this Court in W.P.(MD) No.11714 of 2023. By order dated 25.08.2025, the respondents were directed to consider the representation. Thereafter, an order dated 11.11.2025 was passed, against which the petitioner has filed a statutory appeal / detailed representation before the competent authority on 15.12.2025. The said appeal/representation is pending without even numbering the same. Hence, the petitioner has been constrained to file the present Writ Petition.

4. The learned Special Government Pleader appearing for the respondents, on instructions, would submit that the petitioner's representation dated 15.12.2025 would be considered and appropriate orders would be passed by the second respondent, within a period of sixteen weeks.

5. Recording the above submission and without expressing any opinion on the merits of the matter, this Writ Petition is disposed of with a direction to the second respondent to number the representation/appeal, if Page No. 3 of 5

the same has been correctly filed and dispose of the same on its merits and in accordance with law within a period of sixteen weeks from the date of receipt of a copy of this order. The representation/appeal shall be disposed of after conducting an enquiry. The second respondent is also directed to provide a reasonable opportunity of hearing to the petitioner and any other interested parties who may be affected by such decision, before passing any order. There shall be no order as to costs. [K.SURENDER, J.] 04.02.2026 JEN Index : Yes / No To 1.The District Collector, Collector Office, Ramanathapuram District - 623601.
