ORDER
This Writ Petition has been filed seeking issuance of a Writ of Mandamus, directing the 2nd respondent to grant permission and provide adequate police protection for conducting a cultural programme at Arulmigu Devi Sri Chittrattru Veethi Amman Kovil during the Tamil month of Thai Festival, situated at Courtallam, Thenkasi District, as per the schedule dated 02.02.2026, from 7.00 p.m. to 10.00 p.m., by considering the petitioner's representation dated 22.01.2026.
2. Mr.A.S. Abul Kalaam Azad, learned Government Advocate (Criminal Side), takes notice for respondents 1 and 2. Mr. M. Muthumanikkam, learned Government Advocate, takes notice for the 3rd respondent.

3. The contention of the petitioner is that he intends to conduct an "Aadal Padal" programme at Arulmigu Devi Sri Chittrattru Veethi Amman Kovil during the Tamil month of Thai Festival at Courtallam, Thenkasi District, but the respondent Police have refused to grant permission for the same.

The learned Government Advocate (Criminal Side), appearing for the respondent Police, submitted that there are totally ten communities in the village, out of which eight communities have decided not to conduct the "Aadal Padal" programme and have consented only for conducting light music. It is further submitted that one community sought permission to conduct light music, and this Court entertained the said petition. However, in the present case, the petitioner is seeking permission to conduct an "Aadal Padal" programme. In order to ascertain whether the entire village is opposed to the conduct of an "Aadal Padal" programme or otherwise, the same has to be decided by the Revenue Authorities.

Therefore, the Tahsildar, Thenkasi, is suo motu impleaded as the third respondent, and the suo motu impleaded third respondent is directed to take a decision, after considering the views of all the communities, as to whether the "Aadal Padal" programme or light music may be conducted. The other usual conditions may also be imposed.
