Heard the learned counsel on either side.

The third respondent is directed to dispose of the petition mentioned representation on merits and in accordance with law within a period of eight weeks from the date of receipt of a copy of this order. I make it clear that I have not gone into the merits of the matter. It is open to the third respondent to pass order one way or other. Interested parties shall be put on notice.

3. The Writ Petition is disposed of accordingly. No costs. Consequently, connected miscellaneous petition is closed.
