ORDER

The petitioner said to have lodged a complaint as against the third and fourth respondents and has filed this writ petition seeking a direction to the first and second respondents to take departmental action as against third and fourth respondents, based on his complaint dated 05.01.2026.

2.The learned Special Government Pleader appearing for the first and second respondents submits that the petitioner is a third party to the averments made in the complaint. Even then, the second respondent has summoned the petitioner to produce the relevant documents to substantiate his complaint.

3.This Court has considered the submissions made on either side and perused the records carefully.

4.A third party cannot maintain a writ petition in the service matters of an employee. However, it appears that the official respondents have acted upon the petitioner's complaint and has also initiated an enquiry and summoned the petitioner, based on his complaint dated 05.01.2026. Therefore, this writ petition is closed with a liberty to the petitioner to place all the relevant materials before the second respondent. The second respondent is also expected to complete the enquiry in a fair and proper manner and also in accordance with law.
