Prayer: To issue a Writ of Certiorarified Mandamus calling for records relating to the impugned order dated 27.01.2026 in Na.ka.no. 22/2025/A2 passed by the 4th respondent and consequential direction to the respondents to grant permission to conduct the Kida-Muttu event on 08.02.2026 from 08.00 a.m., to 02.00 p.m., at Survey Nos.431/1B and 431/1C, Batlagundu village, Nilakottai Taluk, Dindigul District or any other place as suggested by the officials respondents by the petitioner's representation dated 20.12.2025.
ORDER
This writ petition is filed to issue a Writ of Certiorarified Mandamus to quash the impugned order dated 27.01.2026 and consequential direction to the respondents to grant permission to conduct the Kida-Muttu event on 08.02.2026 from 08.00 a.m., to 02.00 p.m., at Survey Nos.431/1B and 431/1C, Batlagundu village, Nilakottai Taluk, Dindigul District or any other place as suggested by the officials respondents by the petitioner's representation dated 20.12.2025.
2. The impugned order has stated that there are several houses in the nearby area, but the petitioner is seeking to conduct the event on vacant land. Therefore, the petitioner was directed to submit a fresh representation indicating the land or area where the petitioner proposes to conduct the 'Kida-Mutu'. 2/4
3. The next objection raised by the respondents is that a 'Reckla' race is already being conducted on the same day. The 'Reckla' race will be conducted only on the roads and not on the grounds. Therefore, the said objection is rejected.
4. The issue has already been considered by this Court vide order dated 27.01.2026 in W.P.(MD) No. 393 of 2026, wherein it was held as follows: "2. Today, when the matter was taken up for hearing, the learned Government Advocate (Criminal side) appearing for the respondents submitted that the respondent Police had considered the petitioner's representation and rejected the same. Thereafter, the case was transferred to the first respondent, who considered the petitioner's representation dated 20.12.2025 and passed a rejection order on 27.01.2026. Therefore, the petitioner is at liberty to challenge the said rejection order in accordance with law".
5. Therefore, this Court is also directing the respondents to consider as per the above directions. With these directions, the impugned order is quashed and this Writ petition is allowed. No Costs. Consequently, connected miscellaneous petition is closed.
