: Respondents PRAYER: Writ Petition is filed under Article 226 of the Constitution of India to issue a Writ of Mandamus, directing the respondents to grant permission to conduct Vadamadu Manjuvirattu to be held on 29.02.2020 at about 08.00 a.m., to 06.00 p.m. at Sathamangalam Village, Thaniyamangalam, Melur Taluk, Madurai District. O R D E R
[Order of the Court was made by P.N.PRAKASH, J.] It is the case of the petitioner that he had made an application dated 01.02.2020 to the respondents for permission to conduct Vadamadu Manjuvirattu on 29.02.2020 and the same was not considered. Therefore, the petitioner has filed this petition as a Public Interest Litigation.
2. In the opinion of this Court, a Public Interest Litigation cannot be maintained for the above prayer. That apart, the date on which the petitioner wanted to conduct the event has expired. Further, the State Government has notified certain places where Jallikkattu can be conducted and the place in question is not one. That apart, the Inspector of Police, Keelavalavu Police Station has filed a counter-affidavit, wherein, at Paragraph No.9, she has https://hcservices.ecourts.gov.in/hcservices/ 1/2
W.P.[MD].No.3281 of 2020 stated as follows:
"I submit that in the said Sathamangalam Village already communal class between Thevar Community and Scheduled Caste (PR). Moreover 12 criminal cases were pending each other community. I further submit that now the Sathamangalam Village is tense village. If the permission is granted to conduct "Vadamadu Manjuvirattu" law and order problem is worsen and communal problem will again arise."
3. In such view of the matter, this Court does not find any merit in this Writ Petition. Hence, this Writ Petition is dismissed. No costs.
