ORDER
The petitioner has applied for the post of Grade II Police Constable pursuant to the Notification No.2/2025 dated 21.08.2025. He has also cleared the written examination which was held on 09.11.2025. The petitioner was issued with a call letter for certificate verification and physical measurement test, which was scheduled to be held on 28.01.2026. During the certificate verification, the petitioner produced a xerox copy of the 10th standard mark sheet and other necessary original certificates. Since the petitioner has not produced the original 10th standard mark sheet, the 3rd respondent, by impugned order dated 28.01.2026, has rejected his candidature and not allowed him to 2/7
participate in the physical measurement test. Challenging the same, the present writ petition has been filed.
2. The learned counsel appearing for the petitioner claims that the petitioner has lost his 10th standard mark sheet during Gaja cyclone in the year 2018. This fact has been admitted by the Thasildar, Aranthangi, by issuing a certificate for loss of educational records due to disaster. Believing that the Thasildar has given a certificate for loss of educational records, the petitioner failed to persuade and obtain a certified copy of the 10th standard mark sheet from the School Education Department. He further submits that the respondents have not considered the marks scored by the petitioner since he has not produced the original 10th standard mark sheet.

The learned Additional Advocate General submits that the petitioner has cleared the written examination, however, he has not been allowed to participate in the physical measurement test since he is not having the original 10th standard mark sheet. According to the learned Additional Advocate General, without ascertaining as to whether the 3/7
petitioner has cleared 10th std. or not, he cannot be allowed to participate in further course of selection. The learned Additional Advocate General further submits that physical measurement test has also been completed yesterday.
4. Admittedly, the petitioner has cleared 12th standard and a diploma course in Electrical and Electronics Engineering. Without clearing 10th standard, he would not have been permitted to participate in 12th standard as well as diploma course. The petitioner, under the wrong impression that the certificate issued by the Tahsildar, after ascertaining the fact that all the documents have been lost during Gaja cyclone, would be sufficient for selection, has not persuaded for a certified copy of the 10th standard mark sheet. On this ground, the petitioner's candidature cannot be denied.
5. Though the learned Additional Advocate General has pointed out that the physical measurement test has already been completed yesterday, considering the peculiar circumstances of this case, this Court is inclined to dispose of the writ petition.

6. Accordingly, this writ petition is disposed with the following directions:
(i) the respondents are directed to permit the petitioner to participate in the physical measurement test by conducting a separate test and consider the petitioner's candidature within a period of four weeks, enabling him to obtain a certified copy of the 10th std. mark sheet from the School Education Department.
(ii) The petitioner is also directed to obtain a certified copy of the 10th standard mark statement from the School Education Department, by referring the certificate issued by the Tahsildar, Aranthangi. (iii) Till the petitioner produces the certificate, the result of the petitioner shall be withheld. On production of the certificate, the result may be published. No costs. Consequently, connected miscellaneous petitions are closed.
