Constable (Armourer) notionally w.e.f. 01.12.2018 alone is concerned, as illegal and consequently direct the third respondent to upgrade the petitioner as Head Constable w.e.f. 25.06.2014 as per the promotion order issued in his favour by the third respondent vide his proceedings in C.No.B2/32964/234/2013, dated 25.06.2014 and place his name at Serial No.1 in the combined seniority list of Head Constable (Armourer) of the second respondent's range and send necessary proposal with regard to drawal of 'C' List of Head Constables (Armourer) fit for promotion as Sub Inspector (Armourer) for the year 2024 within the time limit as prescribed by this Court.
