To issue a Writ of Mandamus directing the 1st and 2nd respondents to consider the petitioner's representation dated 13/06/2017 provide me afresh Transfer Certificate with (PSTM) Person Studied in Tamil Medium certificate within the stipulated time period.

Pleased to stay the operation of order dated 27.04.2018 made in WP(MD) No.10032 of 2018, pending disposal of the Writ Appeal and thus render justice.

ORDER : This petition coming on for orders upon perusing the petition and the affidavit filed in support thereof and upon hearing the arguments of Mr.V.R.SHANMUGANATHAN, Special Government Pleader for the Appellants, the court made the following order:- [Order of the Court was made by K.RAVICHANDRABAABU, J.] Issue notice to the respondents returnable by two weeks. Private notice is also permitted.

2.Mr.V.R.Shanmuganathan, learned Special Government Pleader appearing for the appellant submitted that the issue involved in this appeal, is already referred to larger Bench by an order made in W.P.(MD)No.27127 of 2018 in the Principal Bench. Therefore, he submitted that till a decision is taken by the larger Bench on the subject matter issue, the order passed by the Writ Court, has to be stayed.

3.Considering the fact that the issue involved in this matter is already referred to the larger Bench as stated supra, we are of the view that till a decision is taken by the larger Bench on the subject matter issue, the order passed by the Writ Court cannot be implemented.
