Prayer: Writ Petition filed under Article 226 of the Constitution of India praying for the issuance of a writ of Certiorarified Mandamus, to call for the records relating with the order in Na.Ka.No.0094/2017-18/C-V-3, dated 28.12.2017 passed by the second respondent, granting permit to the third respondent to run the bar in the premises attached with shop No.3127 in Dindigul Town, without rental agreement, as per Clause 3 of the circular dated 22.07.2014 and quash the same as illegal and against circular and in consequence to direct the second respondent to issue the order for permitting the petitioner to run the bar therein, for the period of 2017-2018 being the next highest bidder with rental agreement to the said bar, as per Clause 5 of the said circular.
