Respondents PRAYER:Petition filed under Article 226 of the Constitution of India, to issue a Writ of Certiorarified Mandamus to call for the impugned notification issued by the third respondent in Na.Ka.No.1678/2017 (Mines), dated 21.12.2017 insofar as the item at Serial No.33 alone and quash the same as illegal and consequently direct the first respondent to decide the appeal filed by the petitioner forthwith.

The writ petitioner is a registered Society. The writ petitioner wanted to take part in the tender process conducted by the third respondent for leasing out the rough stone quarry in certain sites. The writ petitioner's application was rejected by https://hcservices.ecourts.gov.in/hcservices/ order dated 12.01.2017.
2. Questioning the same, the writ petitioner filed an appeal before the second respondent and the same was also rejected on 07.12.2017. The petitioner has a statutory right of appeal before the Government. The petitioner prays for a speedy and expeditious disposal of his appeal dated 19.12.2017. The petitioner contends that there is an urgency in the matter, since the third respondent has now issued a fresh notification for leasing out the rough stone quarry in respect of Survey No.207 (Pit.2), Thiruchunai Village, Kottampatti Union, Melur Taluk. The first respondent is, therefore, directed to dispose of the appeal dated 19.12.2017, which is now pending before him, within a period of four weeks from the date of receipt of a copy of this order.
